KEITH AITKEN

Journalist and Broadcaster

Keith Aitken is an award-winning writer and broadcaster, and one of Scotland’s most experienced conference facilitators. His busy freelance business encompasses newspaper and magazine journalism, radio presenting, speech-writing, pod-casting, drafting corporate publications, and chairing all manner of public debates.

Since turning freelance in 1995, he has been a columnist for the Scotsman, the Herald and Scotland on Sunday. He currently writes a weekly column in the Scottish Daily Express, for which he also compiles a hugely popular weekly prize crossword. An accomplished author, he has contributed chapters on Scottish affairs to various books, and written a critically-acclaimed history of the STUC, The Bairns o’ Adam.

Prior to 1995, he spent 16 years at the Scotsman in a succession of senior editorial posts, including parliamentary correspondent, labour correspondent, industrial editor, economics editor, chief leader writer, and opinion editor. He is a graduate of Edinburgh University and a Trustee of the Scottish Mining Museum.

JOHN MCCLELLAND CBE

John McClelland has extensive experience across the private and public sectors. He was Vice President of Worldwide Operations for IBM’s personal computer company before joining Digital Equipment Corporation in 1995 where he was a Senior Vice President. He was also Global Chief Industrial Officer and board member of Philips Consumer Electronics and latterly President of 3Com's Business Networks Company.

He is Chair of the Scottish Further and Higher Education Funding Council, Chairman of NQC Ltd and a former Chairman of Rangers Football Club, where he has been a member of the Board since November 2000. He is a Vice-President of the Royal Society of Edinburgh John recently completed a review of the Scottish public sector ICT infrastructure and in 2006 he completed a review of public procurement in Scotland (The McClelland Report). In 1994 he was awarded a CBE for his services to industry and education.

DUNCAN MACKISON

Chief Executive
Access LLP and Chairman CBI Scotland Public Services Group

Duncan has been the Chief Executive Officer of Access LLP since it was formed on 1st April 2008. He was chosen as part of an open competitive selection process and is a secondee from Serco into the JV. Duncan’s previous role in Serco was to lead on the development of opportunities in the Police and Civil Resilience markets. During this time he led projects with Cheshire Constabulary and Surrey Police with a focus on building business cases to release cashable savings by remodelling support functions such as Finance, HR and support administration.

Duncan’s broader experience includes delivering Health (FM), Education (FM) and BPO contracts and delivering PFI bids (FM service delivery) into the Health and Education sectors. He sat on the Board of a Local Improvement Finance Trust JV (primary healthcare service delivery hubs) with a primary care trust and managed the set up of a non-emergency patient transport ambulance business. He also set up and delivered the outsourced management of the CharterMark customer service accreditation scheme for the Cabinet Office and the ‘tudor rose’ Quality in Tourism accreditation scheme for Visit Britain. During this time he led the redesign of assessment processes (UKAS approved) enabling the use of technology to manage and assess applications which led to the creation of the first technology based corporate assessment models. He has run the delivery of IT enabled BPO services to most government departments including the MoD, DoH, HMRC and DoE. Duncan has managed service delivery with staff on both TUPE and secondment models.

Prior to his 16 years in business, Duncan was a Royal Marine officer for nine years spending most of his time based in Scotland with 45 Commando RM. During this time he saw active service in a variety of countries around the world.

SIR JOHN ARBUTHNOTT

Sir John’s academic career spanned 40 years, during which he held posts at Glasgow University, Trinity College Dublin, Nottingham University and was Principal at Strathclyde University from 1991-2000.

As a biochemist and microbiologist he specialised in how microbes cause disease.

In public life he served on the Richmond Committee on “Microbiological Safety of Food” at the time of the Salmonella scare. He introduced a new formula for allocating health resources for Scotland in “Fair Shares for All” in 2000, and in 2006 the Arbuthnott Commission published “Putting Citizens First: Boundaries, Voting and Representing in Scotland”

He is a co-founder and trustee of the new Charity, AfrOx launched with University of Oxford to fight cancer in Sub-Saharan Africa.

More recently he chaired the Scottish Food Advisory Committee and the NHS Board for Greater Glasgow and Clyde for 5 years until 2007.

In March 2009 he was appointed Independent Chair of the Clyde Valley Review.

John Seddon has received numerous academic awards for his contribution to management science. His consulting organisation, Vanguard, helps managers of service organisations change from conventional command-and-control designs to systems designs, achieving dramatic improvements in service whilst driving costs out. John has been an ardent critic of government’s attempts to reform the public sector, arguing that most reforms have driven costs up, worsened services to the public and demoralised public-sector workers.

Anne Moises is Chief Information Officer for the Scottish Government. Her responsibilities include the development and maintenance of the infrastructure that supports the Scottish Government and a number of its agencies and associated bodies, providing ICT systems, services and support to some 10,000 customers from Lerwick to London - and to the Scottish Government office in Brussels. A Fellow of the British Computer Society and a qualified PRINCE2 and MSP practitioner, Anne is the Government's Head of the ICT Profession, and is responsible for the professional oversight and development of some 400 ICT staff. With over 20 years' ICT experience, Anne's career covers mainframe systems, software design and development, design and implementation of enterprise architecture, project and programme management, service delivery and helpdesk, and IS strategy development.

ALAN STAFF

Alan came to Apex as CEO in February 2010 having previously been CEO of CrossReach and before that Director of Modernisation for Suffolk Mental Health Partnerships NHS Trust.

Trained as a psychiatric nurse Alan went on to work in Nottinghamshire and East Anglia as an addictions specialist establishing services and working with both the Dept of Health in policy formation and with the Health Advisory Service as an inspection team leader. A well known lecturer and writer in his field Alan went on to manage a range of NHS areas covering mental and community health services and subsequently took on a number of Director roles including CEO of a community health NHS Trust. A keen champion of the voluntary sector he was Chairman of a YMCA Board for ten years and editor of the ANSA Journal and the International Journal of Substance Misuse.

In 2006 Alan moved to Scotland to take up the CrossReach role and developed his Third Sector skills including being elected as President of Eurodiaconia (the European Confederation of Protestant Care Providers) and representing the sector on a range of policy and negotiating bodies. His current role as CEO of Apex offers new challenges which he believes are at the same time both scary and stimulating which rather reflects the culture within the organisation where the way in which Apex seeks to challenge and inspire its service users is mirrored by the progressive ethos within the staff team.

Alan's lifelong commitment to marginalised and socially excluded people is reflected in his external interests which include supporting and working with charities and community groups as well as walking, sailing, fishing and making music. In his work with a range of NGOs he has worked voluntarily in Eastern Europe and remains an advisor to several NGOs and European policy bodies. He and his wife live in Polmont and have a daughter who works in London.

NHS National Services Scotland

Simon Belfer is Director of Finance for NHS National Services Scotland. This is a diverse organisation of over 3,000 staff supporting Scotland’s health through 11 different clinical and support services ranging from the supply of blood and tissues through procurement and distribution and even providing legal advice to the NHS.

Before taking his current role two years ago, he has held Finance Director roles in a variety of listed and private equity companies, including La Senza and Burton’s Foods. He has extensive sales, operational and finance experience in the drinks industry, having worked for the likes of Diageo, Scottish & Newcastle and Bass. A Londoner by birth, he lives in Edinburgh with his family.

Jim Miller is currently Director of Strategic Sourcing for NHS National Procurement. He and his team have responsibility for providing contract solutions for all NHS Scotland organisations. The organisation currently provides collaborative solutions with a throughput in excess of £750m per annum.

Before taking up his current role he held Senior Procurement and Supply Chain roles in a variety of public and private companies, including BAA and Alfred McAlpine. He has extensive procurement and organisational change experience and is a keen advocate of the professional development of procurement as business driver. He lives outside Glasgow with his family.

PROFESSOR RICHARD KERLEY

Professor of Management
Queen Margaret University

Richard Kerley is currently Professor of Management at Queen Margaret University College, where he has worked since January 2003.

He was previously at the University of Edinburgh and the Scottish Local Authorities Management Centre at the University of Strathclyde. He has also been a visiting scholar at Yale University. He is a Visiting Professor at the Institute for Technology and Management (ITM) Mumbai and the East Asia Institute of Management ESAB Singapore.

Before entering academic life Richard worked in advertising, hospitality, and in prison education. Richard was a councillor in Edinburgh for eight years and chaired two committees. He also chaired the Scottish Executive Working Party on Renewing Local Democracy; the report of which was published in July 2000 and which was legislated for in June 2004 as the Local Governance Act.

Richard is the author of various books, research papers, academic journals and numerous articles in the quality print media. His most recent publications include a book chapter on performance in public services, and journal articles on the management of urban car parking as an example of effective practice in public management and Single Outcome Agreements in local government. He also writes regularly for the quality and trade press and contributes to TV, radio and online news.

Jim Mather is a Chartered Accountant, who worked for IBM before founding the ComputerLand franchise in Scotland.

From 1999-2003, he was the SNP’s National Treasurer and in 2003 he was elected to the Scottish Parliament: re-elected in 2007 as MSP for Argyll & Bute he became Minister for Enterprise Energy & Tourism – a portfolio he held until he retired from front-line politics in 2011.

Having used Systems Thinking and Business Transformation techniques with his Party & in Government – he is now applying those skills in this next phase as non-executive director, speaker, facilitator and visiting Professor at Strathclyde University.

Dr Susan Hetrick is Director of The People Forum. She works with Company Boards and senior teams to deliver innovative people solutions to challenging strategic business issues. A former Board level HR Director, she has extensive practitioner experience working with global companies in the financial services, telecoms, FMCG and business advisory sectors. Susan has a doctorate in Organisational Behaviour and Human Resource Management from City Business School, and is a visiting fellow at Glasgow University and the Helsinki School of Economics. Susan has published articles and books on how human resource management is critical to building corporate reputations and employer brands.

John has over 25 years' experience in the IT industry, working primarily for IT services organisations covering a diverse range of businesses including distribution, engineering, telecommunications, finance and the public sector. He has taken overall responsibility for delivering complex services and projects to customers, building strong, long-term relationships where customers and suppliers work collaboratively and both derive benefit from the contract.

He is currently responsible for the services Sopra Group delivers to NHSScotland. Sopra Group has worked with the Practitoner Services Division of NHS National Services Scotland for over 10 years and both organisations have undergone significant change throughout the period. John has played a leading role in supporting PSD's business objectives through the effective use of IT and in improving the efficiency and effectiveness of Sopra Group's NHSScotland support and development services.

Dave Tomsett is currently Head of Programme for ePharmacy within the NHS Practitioner Services Division (PSD). Prior to joining PSD in 2006 Dave worked for a number of multinational technology companies in the private sector, including Agilent Technologies, Hewlett Packard, Marconi and Unisys as well as serving as Managing Director of a venture funded start up software business, Swiftlogic, for 5 years.

At Unisys Dave led the development team designing mainframe computers; at Swiftlogic he led a start up team to profitability within 2 years, winning awards for Exports, Innovation and Business Development. At HP Dave led the R&D team of 200 engineers to win the Queens Award for Technological Achievement delivering world leading telecom products that took 75% international market share.

Dave has held senior management roles in Development, Marketing and Business Strategy Development, and most recently as Chief Technology Officer at Agilent.
